Our Story

Risa Weinberger, P. E formed Risa Weinberger & Associates, Inc. in Dallas in 2003 to provide environmental engineering and consulting, and related analytical services to both public and private clients.  Since that time, the firm has successfully served clients throughout Texas and elsewhere in the United States by providing the following types of services:

  • Public presentations

  • Market analyses

The firm is a woman-owned business, certified as a Historically Underutilized Business and Small Business Enterprise with the State of Texas General Services Commission.  

Recent solid waste projects include work supporting composting, landfills, recycling and hauling.  Other recent projects include training program development and implementation.

With a degree in Environmental and Water Resources Engineering from Vanderbilt University, and a Professional Engineering license in Texas, Risa Weinberger has worked as an environmental consultant focusing on solid waste among other areas of expertise, since 1979.  Her familiarity with the solid waste industry in the state is built on these many years of consistent client service and a diligent attention to trends and technical development over the years.  She is an active member of SWANA at the national and local levels, US Composting Council, Texas Compost Council and the State of Texas Alliance for Recycling among others.  She frequently presents workshops, technical presentations and training at national and regional forums.  She represents the composting industry on the Municipal Solid Waste Management Resource Recovery Advisory Council to the Texas Commission for Environmental Quality.  She is the sole owner and Principal of the firm.

The firm is intentionally small to allow total concentration on direct client service, minimizing overhead and administrative demands.  The firm maintains professional relationships with a variety of highly respected consulting service providers who can augment a project team as needed to ensure that all clients needs are met and exceeded.

Risa Weinberger was hired to handle the design and permitting for two of our New Earth composting facilities.  Her scope began with designing a mulch processing facility and obtaining regulatory approval.  She later designed and permitted an expanded, Registered facility for processing biosolids, food and other feedstocks.  She provided construction plans and specifications and helped us build the complete facility from the ground up.  Mrs. Weinberger has taken the time to understand each location’s issues. She then has implemented practical designs that allow a company in the private sector, without municipal resources, to operate within a budget and in a way that allows efficiency and low cost composting as an added benefit of her design work.  Mrs. Weinberger has been a pivotal part of our success and has provided a combination of accessibility, experience, regulatory knowledge, network contacts and service – even after her scope of work is completed and the facility has been built.  This is why New Earth would be hard pressed to go to any other consultant for its design or permitting needs.
